The Housing Minister, Grant Shapps has announced that the government will be undertaking a review of the role and purpose of the Tenant Services Authority (TSA) and considering the best framework for regulating social housing.
The review was announced at the Chartered Institute of Housing's annual conference. The Housing Minister also stated that:
- Tenants' rights may be better protected by giving tenants' panels greater powers to intervene and pass complaints to the Housing Ombudsman alongside councillors and MPs.
- The regulatory framework produced up by the TSA was welcomed but it had spent large amounts of money unnecessarily on lobbying the government and marketing.
- He placed a huge premium on tenant empowerment but was far from convinced that a large national quango (such as the TSA) was the best way of achieving it.
- The government intended to make the Homes and Communities Agency smaller and more strategic with its functions being delivered under local leadership
